Canada Approves C$4B Enbridge Pipeline Expansion
Canada has approved Enbridge’s C$4 billion Westcoast Enbridge pipeline expansion in British Columbia, adding 300 million cubic feet per day of capacity to support LNG demand.

Canada has approved a C$4 billion ($2.93 billion) expansion of the Enbridge pipeline with the Westcoast natural gas pipeline system in British Columbia. it marks the first major energy infrastructure project cleared under Prime Minister Mark Carney’s administration. The project will add 300 million cubic feet per day of capacity to support rising demand.
Enbridge Pipeline Expansion Project Scale and Capacity Expansion
The Sunrise Expansion project, under development since 2022, is designed to significantly boost the capacity of Enbridge’s Westcoast pipeline system. It currently transports about 3.6 billion cubic feet of natural gas per day. The Enbridge pipeline expansion will increase throughput by 300 million cubic feet per day, aimed at meeting the growing consumption in British Columbia.
The West Coast system spans approximately 2,900 kilometres from northeastern British Columbia to the Canada–U.S. border. It supplies natural gas to both domestic markets and export destinations in the U.S. Pacific Northwest.
Construction is scheduled to begin in July 2026, with the expanded pipeline expected to become operational by late 2028.
The project represents a key test of the Canadian government’s efforts to accelerate approvals for large-scale resource developments. Prime Minister Mark Carney, elected in 2025, has prioritised faster permitting timelines as part of a broader strategy. It strengthens economic growth and counters external trade pressures, including tariffs imposed by the United States.
Enbridge executives acknowledged that the approval process for the Sunrise project was faster compared to previous pipeline projects in Canada. However, the company emphasised that further improvements are needed to enhance Canada’s competitiveness in global energy markets, particularly in liquefied natural gas (LNG) exports.
Natural Gas Infrastructure: Demand Drivers and LNG Linkages
The expansion is being driven by rising natural gas demand in British Columbia, including supply requirements for LNG export projects. One such project is Woodfibre LNG, currently under construction on Canada’s Pacific coast, in which Enbridge holds a 30% stake.
Industry participants have highlighted that Canada’s LNG sector could support additional pipeline developments in the future, with estimates suggesting the potential need for two to three more large-scale gas pipelines to serve export terminals.
The Sunrise Expansion is expected to play a critical role in ensuring adequate feedstock supply for these projects, strengthening Canada’s position in global LNG demand Canada markets.
The project also includes provisions for Indigenous participation in infrastructure ownership. Enbridge previously agreed to sell a 12.5% stake in the Westcoast pipeline system to the Stonlasec8 Indigenous Alliance for C$715 million. The first transaction supported by a federal loan program aimed at facilitating Indigenous investment in resource projects.
According to the company, these Indigenous groups will have the option to acquire a stake in the Sunrise Expansion, extending the ownership model to new infrastructure developments.
This approach reflects broader policy efforts to increase Indigenous economic participation in Canada’s resource sector while addressing historical concerns related to project development.

The approval comes at a time when global energy markets are experiencing heightened volatility. The demand for natural gas is rising amid geopolitical uncertainties and shifting supply dynamics. Canada, with its significant natural gas reserves, is seeking to expand its export capacity to capture growing international demand.
However, the country has faced persistent challenges in advancing major infrastructure projects due to regulatory complexities, environmental considerations, and legal disputes. The Sunrise Expansion’s approval signals a potential shift toward more streamlined processes under the current administration.
Enbridge noted that while progress has been made, Canada still trails the United States in the speed of project approvals and execution, a factor that could influence investment decisions in the energy sector.
The expansion of the Westcoast pipeline system is expected to enhance supply reliability, support LNG development, and contribute to economic growth in British Columbia and beyond. As construction moves forward, the project will serve as a benchmark for future infrastructure approvals under Canada’s evolving regulatory framework.
